Net spend anticipation (NSA) stands at +5 percentage points — a return to the pre-pandemic baseline — but the headline masks sharp divergence:

  • Regulatory: +28 pts (rising to +38 pts among finance sector clients)
  • Labour & Employment: +14 pts
  • Insurance: −8 pts
  • IP: −5 pts
  • Disputes: −5 pts

Internationally, 82% of UK legal buyers have cross-border needs spanning 30 countries on average, and 44% plan to increase international spend in the next 12 months.

GC priorities are shifting fast:

  • Technology and automation is now cited as a primary efficiency lever by 43% of GCs, up from 25% a year ago.
  • Risk management has climbed to 32% of GC priorities, up from 19%.
  • Enablement — supporting business growth — has more than doubled to 27%.
  • 69% of in-house teams cite staffing constraints as their primary barrier to delivering value.

And the technology gap between clients and firms is stark:

  • 53% of UK corporate legal teams report organisation-wide AI adoption, against just 35% of law firms.
  • Only 21% of UK buyers are highly satisfied with their firm’s innovative capabilities, compared with 33% globally.
  • Only 18% of UK law firms measure the ROI of their AI tools.

As the report concludes: expertise is table stakes; commercial judgement is the differentiator.

The practice area polarisation demands real strategic choices about where to invest — and where to pull back. Regulatory and Labour & Employment are pulling ahead; Insurance, IP and Disputes are contracting.

Firms that spread resources uniformly will be outpaced in the areas that matter most. The 44% of UK buyers planning to increase cross-border spend adds a further imperative for firms with the infrastructure to compete internationally.

What GCs actually want — and how it’s changing

General counsel are managing three intensifying priorities simultaneously:

  • Technology and automation has nearly doubled as a GC priority in a single year — because for GCs, efficiency now means transformation, not cost cutting.
  • Risk management has surged to 32% of priorities, yet only 41% of GCs find external counsel briefings a valuable source of risk information — a gap that represents one of the biggest opportunities in the market.
  • Enablement, more than doubling to 27%, means GCs want advisers who help them demonstrate strategic value to the board, not just manage legal risk.

The technology divide between corporate legal departments and law firms is the report’s most urgent finding:

When clients assess their external advisers, quality and effectiveness (39%), cost (28%) and efficiency (17%) still top the list. But the fastest-growing drivers of favourability tell a different story:

  • Business acumen: 37%
  • Commerciality: 15%
